Black Market
The Black Market is not a single place, nor is it one organization. It is a shifting, nebulous collection of people and places where the rules are written in whispers and broken in blood. It is the economy of the unseen, where business is done in backrooms, behind false walls, and under the cover of plausible deniability. If someone needs something illegal, there is always someone in the Black Market who can make it happen, for the right price.
What the Black Market deals in depends on where you are. In one settlement, it might be drugs distilled from harvested Infection, sold to desperate people looking for a fix that will keep them on their feet for one more day. In another, it might be weapons too brutal even for the wasteland. And in some places, it is worse. Body harvesting. Psionic augmentation through Necrological surgery. Biological weapons cultivated from captive Lineages. Some lines are crossed so often they might as well not exist.
The organization operates on a single, undeniable truth: nothing is sacred, and everything is for sale.
The Black Market is distinct from Murder Inc. One exists to serve a higher purpose; the other is fueled almost entirely by vice, profit, and personal ambition. The two keep their distance. Smart Black Market operatives stay out of murder-for-hire because stepping into that arena means landing on Murder Inc's radar, and no one survives long on Murder Inc's radar.

Structure
The Black Market has no centralized authority. It is a loose collection of independent operators, syndicates, and criminal societies connected by commerce rather than command. No single leader sits at the top.
Three thematic pillars define the scope of criminal activity. Vices & Violence encompasses drug manufacturing, pit fighting, gambling, and entertainment. Social & Mental Control handles con artistry, protection rackets, information brokerage, and memory removal. The Dead Market operates in flesh harvesting, Necrological resource monopolization, and biological weapon production.
Reputation follows an eight-tier system: Tourist, Goon, Scrapper, Grafter, Shaker, Underlord, Baron, Slab Boss. The highest tier, Dead Crowns, exists only in rumor.

History
Since the earliest days of the post-apocalypse, long before the Lineages had fully settled into what they would become, there were those who saw opportunity in the chaos. While most struggled just to survive, others were already working angles: making connections, stockpiling resources, carving out spheres of influence. Weapons changed hands in quiet deals. Protection rackets appeared under the guise of safety.
Individual operators were forced into alliances over time, creating small networks of criminals who pooled resources and influence. Those networks solidified into the first organized crime syndicates of the new world.
The Black Market thrives because civilization itself makes crime inevitable. Laws create order. Order creates prohibition. Prohibition creates demand. Demand creates profit. If civilization is to grow, it must have laws. If it has laws, it will have crime.

The wasteland's criminal economy: a shifting network of smugglers, enforcers, and crime lords united by profit. Nothing is sacred, and everything is for sale.
