Empire Boardwalk

The Boardwalk runs along the water's edge as it always has, the most visible face Aysea shows to any ship on the horizon. It is a long run of timber and stone and stubborn reinforcement, uneven where old resort grandeur has been patched with salvaged plank and riveted plate, and salt works into every seam of it. What it sells has never changed. Under the music and the lantern light and the barkers calling from stall fronts, the Boardwalk sells permission: the belief that a person can arrive with nothing and still find movement, attention, and a chance to become more than their bad luck.
  That belief draws crowds, and the crowds have only grown. Since the Omni Plague crippled Dominus Columbia as a trade port, ships that once docked there reroute to Aysea, treating the Boardwalk as their first real landfall before pushing north to the Hill or south across the Sound. With the money came a new name. The waterfront was retitled the Empire Boardwalk, a boast for the Stack and a jab at Old York both, and giant signs were raised toward sea and land so that greener navigators aiming for the Empire State would steer into the wrong harbor entirely.
  Where Harbormarch handles Aysea's serious freight through its southern ports, the Empire Boardwalk deals in reputation, vice, and spectacle. Carnies, gamblers, flesh dealers, and false prophets all work the same planks, every game half-rigged and every invitation the start of a good time and a bad mistake. The control is there, just quiet: some of it armed at the corners, more of it woven into the crowd as still-eyed watchers who seem to belong nowhere until someone crosses a line. That is what makes it such an effective public face for the Stack. It feels loose and dangerous without ever slipping free of the system that profits from it, the tilt-a-wheel of dreams and capitalism.
