Graycoats

The Graycoats are the guard force of the Graylock Compound, the largest landmass in The Mass. They stand watch over a fortress built on interconnected islands separated by bogged marsh, its massive gray stone walls battered by shifting tides and the restless dead. Two pillboxes overlook the lone approach across the waterway, and a fortified gatehouse controls the only point of entry and exit. Nothing moves in or out of the compound without the Graycoats knowing about it.
  Their commander, Justine Barbier, does not delegate the gatehouse. She personally oversees every newcomer entering and every occupant departing, making undetected passage through the compound's defenses nearly impossible. Under her watch, the Graycoats maintain a military discipline appropriate to their role as the last line between the compound's inhabitants and the horrors of the surrounding marsh.
  The Graylock Compound was built shortly after the Fall as a flood rescue site for survivors fleeing rising oceans and catastrophic earthquakes. When hundreds of thousands overwhelmed the facility, officials made the decision to close the gates on most refugees. Tens of thousands left outside the walls fell to infection and rising tides. The compound endures behind those same gray stone walls. Within, families and gangs control fishing boats and marsh-side businesses along a shallow crescent bay on the settlement's northern side, all under the Graycoats' watchful eye.
