Grunt Motley
Sheriff Grunt Motley was promoted as a joke and took the job seriously anyway. When the former Sheriff of the Beach retired to open a bar and restaurant, he put Motley's name in for the position as a parting gag. The Beach Cops, apparently lacking any better candidates or perhaps appreciating the humor, went along with it. Before the promotion, Motley had been one of the department's "bad boys," the kind of Cop who would ignore calls from the public so he could goad sea monsters into attacking from the water and fight them on the shore. Nobody held that against him. The Beach has always appreciated a certain recklessness in its defenders.
The transition to administrator has not been entirely comfortable. Motley now spends his days assigning duty shifts, organizing patrols, and managing the logistics of keeping the Beach safe from the things that crawl out of the ocean. Anyone who knew him before can tell he was happier in the field. His officers speculate that his volunteer work at the Center for the Study of Mutated Marine Life is an addiction, a way to scratch the itch of monster wrangling without abandoning his desk entirely.
His greatest achievement as Sheriff has been bridging the gap between the Beach Cops and Doctor Stench's CSMML. Under his initiative, the two organizations now cooperate directly: Cops deliver monster bodies and live specimens to the Center, and receive combat techniques and biological intelligence in return. It is a partnership that has made the Beach measurably safer and given the Cops tools they never had before. Motley cares about two things: his boys and the Beach itself. He checks in on every officer to make sure they are taken care of, and he assesses every threat to the settlement with the eye of a man who would rather be fighting it personally.

Personal history
Before the badge and the desk, Grunt Motley was one of the Beach Cops' most unmanageable members. He had a habit of ignoring distress calls from the public in favor of heading to the waterline, where he would provoke sea creatures into attacking so he could fight them up close. His fellow officers tolerated it because he was effective in a fight, and the Beach valued fighters above all else.
The former Sheriff retired to open a bar and restaurant and, whether out of humor or spite, put Motley's name forward as his replacement. The department went along with it. Whatever the intention behind the appointment, Motley accepted the role and began reshaping it. He pushed for communication between the Beach Cops and Doctor Stench's Center for the Study of Mutated Marine Life, a relationship that had been nonexistent before his tenure. The partnership transformed both organizations.
Now he sits at a desk more often than not, organizing the logistics that keep the Beach alive. He still volunteers at the CSMML when he can, still puts his hands on monsters when the opportunity arises, and still checks in on every officer under his command. The joke appointment became the most effective administration the Beach Cops have seen in years.
