Harbor Guard
The Harbor Guard is Baytowne's formal law enforcement and military organization, the closest thing to real government authority in the sunken east coast. Operating from the upper floors of the Piscean, the stone edifice at the center of Beacon Hill that serves as Baytowne's marketplace and seat of power, the Guard fields a fleet of roughly twenty armed patrol boats that enforce salvage laws, contracts, and city regulations across the waterways.
Recruitment into the Harbor Guard is grueling by any standard. Candidates endure high-endurance swimming in rough water, breath control training, extensive hand-to-hand combat drills, literacy tests, marksmanship courses, and a mechanics program that ensures every sailor can maintain the ships they serve on. Recruits who survive the pipeline are sent on training cruises with veteran crews before qualifying. The resulting force is considered among the most capable sailors in the northeast, and they know it.
Captain Jason Sellig has commanded the fleet for over a decade, promoted by the Piscean's ruling council and maintained through competence and institutional loyalty. Under his watch, the Guard has kept Baytowne's peace and repelled Saltwise raider attacks on the ocean-side ruins. His flagship, the Breakwater, is a customized Luxeboat outfitted with heavy artillery. Quiet rumors suggest Sellig may be searching for a successor, though such speculation is officially discouraged and punished. The Guard watches the waters with blue longcoats and peaked caps, and the waters, for now, stay calm.
