Jeyora

Jeyora is the face the Jitney Cell shows the world, which in Harbormarch makes her one of the few people the district allows to become a name rather than a function. She is short and severe in bearing, and the war left a mark on her that no one can look past: a custom sniper round of necrotic crystal and irradiated metal took one of her eyes. The wound disfigured her. It also, by every account, forged her into something more dangerous than she had been before.
  She read the attempt on her life as evidence rather than warning: history, in her account, was not done with her, and the district still had work ahead before its future could pass to the many rather than the hungry few. Her politics run from that conviction, and they are neither cautious nor soft. To Jeyora the Stack is an engine of predation, debt, and appetite that has to be dismantled, and the Holy City of Vestige is a danger to be kept at a distance so the district never swaps economic exploitation for religious submission. Every concession to profit or to holiness, in her telling, threatens to poison the better tomorrow her people are laboring toward.
  That certainty makes her a difficult figure to stand near. She draws true believers to her, wears down the moderates who would like the district to soften, and unnerves anyone who hoped Harbormarch might eventually make its peace with the world as it stands. She is an architect of the district's future in the most literal sense, and she has no intention of letting that future arrive comfortable.

The public record of Jeyora begins with the war and the wound. Someone wanted her dead badly enough to build a specialized weapon for the job, a sniper round of necrotic crystal and irradiated metal, and it cost her an eye and left her permanently marked. She survived, and she chose to treat that survival as a verdict. If history had gone to the trouble of trying to end her and failed, then history plainly still had a use for her, and Harbormarch still had a future left to finish building.
  That reading hardened into the politics she now carries as the voice of the Jitney Cell. She emerged from the conflict convinced that the district's work remained unfinished, that the Stack's system of appetite and debt had to be broken rather than bargained with, and that Vestige had to be kept at arm's length lest Harbormarch escape one kind of domination only to kneel to another. Her life before the war, and the Strain she was born into, are not part of the district's public account of her; what Harbormarch remembers is the woman who walked out of an assassination more resolved than she went in.
