Mole People

You wake up and someone is gone. Not killed. Not dragged away screaming. Gone. Their bedroll is empty, their gear undisturbed, and in the space where they slept, arranged with unsettling care, sit a few small rodent skulls. The rest of the camp heard nothing. No one saw anything. The watch did not fail; the Mole People are simply better at silence than your sentries are at listening.
  They are a cannibal tribe descended from a bizarre mutation of the Lascarian strain, covered head to toe in armor fashioned from skins, hides, and the carapace of desert creatures. Their camouflage is exceptional, tuned to the dunes and scrubland of the Vegasian outskirts where they make their homes in sand-covered tribal settlements. They do not fight in the open. They do not attack settlements head-on. They infiltrate at night, moving through camps and caravans like a slow spring breeze, selecting a single individual from the group. One person. Never more. They take their target and leave the rest completely unmolested.
  The rodent skulls are the signature. Whether they represent payment, apology, or some cultural ritual too degraded to interpret clearly, no one outside the tribe knows for certain. The prevailing theory among survivors is that the Mole People consider the abduction a transaction: they take a body and leave something in exchange. The currency is bone. The exchange rate is not negotiable.

Mole People inhabit dune-covered tribal communities scattered across the Vegasian outskirts, far enough from major settlements to avoid regular patrols but close enough to reach outer camps and traveling caravans in a single night's march. Their raiding pattern is surgical: one target per incursion, taken silently, with the remainder of the group left untouched. This restraint, if it can be called that, means their presence in a region can go unnoticed for weeks until enough disappearances accumulate to form a pattern.
  Their Lascarian heritage gives them exceptional physical capability, but it is their stealth and situational awareness that make them effective. They read camps the way a hunter reads game trails, identifying the most vulnerable target and the cleanest route in and out. The ecological role they fill is that of a nocturnal apex predator operating through intelligence rather than force, a threat that settlements cannot fortify against because the Mole People do not assault walls. They walk through open doors.
