Moonshiners

The Peach Tree Soda Company sent representatives to the Rollin Hills to buy out the small foothill breweries. The foothill brewers hanged the representatives and declared a war that has been running ever since.
  The Moonshiners are a loosely organized collective of Retrograde and Merican brewers hiding their stills in the hills near Rock Hill, producing hooch and other spirits at lower prices than the Company can match. They cart their wares down from the foothills via the river rapids, delivering under cover of darkness to buyers across the south who prefer a cheaper drink to a legal one. The stills themselves have never been found despite years of Company-funded hunting expeditions. The hills are deep, the brewers know the terrain, and anyone who wanders too close to a hidden operation tends to end up floating face-first down the rapids with a bullet hole for their trouble.
  They are the toughest and roughest brewers in the south: faded clothes, hard gleam in the eye, shotgun within arm's reach. The collective has no formal hierarchy and no named leaders, operating as a decentralized network of individual operations united by a common enemy and a shared determination that no major organization will ever control their brewing. The Moonshiners share the Rollin Hills with Mountain Raiders, which adds a nocturnal hazard to the already dangerous territory, but the brewers would rather deal with radiation-warped cannibal packs than submit to the Peach Tree Soda Company.

History

The Moonshiners did not exist as an organized group until the Peach Tree Soda Company forced the issue. Individual foothill brewers had been operating independently in the Rollin Hills for years, running small stills and selling to local customers without ambition or coordination. When the Company sent representatives to Rock Hill with buyout offers designed to absorb the last independent operations in the south, the brewers responded by executing the representatives.
  The hangings unified what had been a scattered collection of independent operators into a loosely knit resistance. The collective formed around a simple principle: no major organization would ever control their brewing. They hid their stills deeper in the hills, established nighttime distribution routes via the river rapids, and began a covert economic war against the Company that continues to this day. Years of Company-funded hunting expeditions have failed to locate a single still.
