Mortero Sinclair does not raise his voice, because he has never had to. How Mortero Sinclair came to chair the Board of Representatives is not a story he tells, and no one who might know it seems eager to fill the blanks. His Semper Mort nature lends him a kind of eerie continuity, the impression of a man who has simply always been in the room, and the Stack has largely stopped asking how long he has actually held the chair or what he did to reach it.
  What is recorded is only the present. When the Three Year Division War forced the old Board to abandon its secrecy and reshape itself into the Board of Representatives, it was Mortero who ended up at its head.
