It came into being around the start of the Guts N Bolts rally and has not slowed down since.

Supply caravans from across the wastelands bring foodstuffs, raw fuel, and whatever else the refinery operation can convert into the special blend that keeps the racing machines running. Keets sponsors competitions among outlying settlements to determine who can send the best hooch and herbs for processing, turning the supply chain itself into a spectacle. Drivers pay handsomely for repair, refueling, and food, and the compound stays well appointed with guns and supplies to discourage anyone who might consider taking what they need without paying.
  Nico Keets runs the place as its de facto boss, the man who saw a truck stop in the middle of nowhere and envisioned a fuel empire. The facility is vital to the races, and that makes it vital to the Vegasian interests who sponsor them.
