Rock City Carnival Army
The Rock City Carnival Army is a savage faction of die-hard Kings' Court adherents in Motor City who rejected the more peaceful approach of the Fallow Hopes. Known as "the Painted Ones" or "Killer Clowns," they wear black and white face-paint in the tradition of Motor City's musical Kings and operate as a cell-based terrorist network. Members rarely know each other's real identities, maintaining day-job covers within the city while receiving anonymous orders from their high lord, the mysterious "Gene Simmilenko," whose true identity no one has discovered.
The Carnival Army's public targets are the Fallow Hopes and the Nuclear Family, rival factions that the Painted Ones attack with theatrical violence. Those who look closer, however, suspect the real target is the Ironworks itself. Behind the clown paint and religious gang warfare, the cells are stockpiling arms, ammunition, and fuel. They are mapping Motor City's infrastructure with a thoroughness that suggests military planning rather than street brawls. The Rock City Carnival Army formed from the harder edge of the Kings' Court in Motor City, those followers who believed the Fallow Hopes' peaceful approach was a surrender dressed up as strategy. They organized into anonymous cells, adopted the black and white war paint of the musical Kings, and began a campaign of violence and disruption that most outsiders dismissed as gang warfare between religious factions.
