  As commander of the Wardens, the military force operating under the authority of a Cult of the Fallow Hopes temple established at the settlement, Timore maintains Highland Hall as neutral ground. Caravans traveling between Old York and Baytowne stop here to rest, resupply, and settle disputes that would get them killed in either city. Rival groups from both directions regularly attempt to claim the settlement, drawn by its strategic position and the trade that flows through it. The Wardens have repelled every attempt, making clear that disputes from other territories are not welcome on neutral soil.
