History

Shanghai City grew as a consequence of the Shattered Coast's lawlessness. With no central authority to enforce trade regulations, an inland settlement that welcomed all comers, asked no questions, and provided access to goods unavailable elsewhere was inevitable. The mercenaries came first; the markets followed.

Shanghai City sits inland from the Shattered Coast, positioned far enough from the shoreline to avoid the corrosive rains that eat through metal and flesh alike. This sheltered location makes it a viable staging point for those operating along the western coastline.
