The Dead Prophet

THREAT DESIGNATION: The Dead Prophet STATUS: Stable REQUIRED RESPONSE: Adherents of Betrayal and Silenced Knell, cooperative action
In the cracked shell of a pre-Fall missile silo somewhere in the midwest, a Full Dead sits on a throne of broken concrete and preaches to the faithful. They speak about evolution. About the Infection and how it continues to reshape the world. About how those who refuse to change have forfeited their right to exist. The congregation listens with the blank-eyed focus of true believers, and when they leave the silo, they carry those words into settlements like a virus.
The Dead Prophet was not always the Dead Prophet. They were Curie Arrand, a Full Dead assembled from the memories of several individuals who were instrumental in the Fall. That is worth saying twice, because it means the person sitting in that silo carries fragments of the minds that ended the old world. They know where pre-Fall technology is cached. They understand the architecture of manipulation that toppled civilizations. These are not abstract skills. They are practiced ones.
Murder Inc once recruited Curie Arrand. It did not last. After a falling out, they killed Arrand. The grave, as it does with Full Dead, sent them back. When Arrand returned, they shed their name and their former allegiances. What emerged was something harder and stranger: a prophet with a dead name, a doctrine of forced transformation, and the charisma to make people believe in both.
The New Evolution, as the cult calls itself, is currently stable rather than expanding. That stability is not natural. It is the product of sustained pressure by Murder Inc, a quiet war fought through containment operations that most of the wasteland never sees. Remove that pressure and the cult grows. The followers are not mindless zealots. They are brutal, organized, and terrifyingly intelligent, qualities inherited from a leader who remembers what it takes to bring a world to its knees.
The assessment is straightforward: destroy the social influence, cut access to technology. Do both before the missile silo becomes something more than a temple.

Personal history

The Dead Prophet was once known as Curie Arrand, a Full Dead pieced together from the memories of several key individuals who were integral to the Fall of humanity. That composite origin gives them knowledge of pre-Fall technology cache locations and sophisticated manipulation techniques that most wasteland residents cannot match.
Arrand was recruited to Murder Inc but fell out with the organization and was killed. Upon returning from the grave, they renounced their former name and previous identity. They established a new base of power in a cracked missile silo in the midwest, building the New Evolution cult around principles of forced change and the supremacy of adaptation. The Dead Prophet preaches that the Infection continues to warp and change, and that those who refuse to evolve are not worthy of life. Their followers are brutal, fanatical, and horrifically intelligent. Murder Inc has designated the Prophet a stable cult leader threat, with the Adherents of Betrayal and Silenced Knell assigned to contain the cult's influence and curtail its access to technology.
