The Shadowy Men

The Shadowy Men are a loose conglomeration of Reclaimers, Rovers, and Remnants (not exclusively male despite the name) who wage economic warfare against the Ironworks through charm, deception, and performance. They weaponize the northern stereotype of guileless friendliness, presenting a jovial and naive front to separate Ironworks visitors from their money. Most are concentrated in Wins, the Fork, and Steel City.
  Many of the Shadowy Men are Telling Visionaries, devotees of Those from the Hall and EssSee Teevee, who maintain they are continuing a storied tradition of hiding subversion under laughter and mockery. They operate as entertainers, emcees, and performers, talking marks into rigged games and unnecessary spending with an earnestness that makes the targets feel they are the ones taking advantage. The smiles are real; the friendliness is genuine; the outcome is always the same. The northerner walks away richer and the Ironworks visitor walks away lighter.
  The Shadowy Men have no interest in the direct military rebellion favored by the Sleeping Giant and Horton's Army. Their resistance is financial and psychological, getting a bit of their own back from the south through extraction and humiliation. Those who cause real trouble, however, discover that the hospitality has limits. People who crossed the Shadowy Men too far found themselves sent "down river," a euphemism that left no room for a return trip.

History

The Shadowy Men emerged from the Homeland tradition of hiding defiance behind a smile. As the Ironworks extended its influence north, southern visitors brought money and a condescending view of northerners as simple, friendly rubes. The Shadowy Men embraced the stereotype and turned it into a weapon. The Telling Visionaries among them drew on the pre-Fall tradition of comedic subversion, maintaining that laughter had always been the first weapon of the oppressed. The network grew organically: no formal recruitment, no rigid hierarchy, just a shared understanding that every coin extracted from an Ironworks mark was a small victory in a larger war.
