Tien Ha Wui

Tien Ha Wui is a walled thirty-block community in the Brokelands, organized around a tong structure that makes it the most orderly territory in all of Old York. Entrance is through a great white wall with a deep red gateway, and what lies within defies expectations for the war-torn east: streets are clean, business is conducted openly without fear of theft or attack, and mutual respect is enforced among all residents.
  Multiple tongs hold specific streets and territories within the walls, each hanging its own insignia over its claimed blocks. Beneath every tong marker, however, hangs the shared sigil of the community: a lotus flower on a sea of red. This dual display of individual identity and collective allegiance defines the federation. Open warfare between tongs is forbidden. When disputes cannot be resolved at the street level, the Dragon's Head parent tong intervenes as final arbiter.
  Guards in heavy armor man the gateway and approaches, carrying heavy shotguns and finely crafted blades forged by artisan blacksmiths using generational folded-steel techniques. The community prizes both swordsmanship and marksmanship, and when unified under the Dragon's Head, the combined tongs present a formidable army. Tien Ha Wui is not the largest held turf in the Brokelands, but it is by far the most efficient, a pocket of enforced civilization surrounded by chaos.
