Dead Duck Warrens

The Dead Duck Warrens sit just below the Roman, at the frayed hard edge where Harbormarch's disciplined order gives way to something meaner. The territory claims the Warrens on paper, but that claim carries little weight on the street unless somebody shows up with enough muscle to enforce it for a few hours. This is where everyone who could not fit cleanly into Stack City, Harbormarch, or Vestige ends up, building a life out of debris and opportunism among leaning walls, tarp-roofed alleys, and courtyards penned in behind rusted vehicle doors and salvaged fencing. The smell alone tells the story: gunpowder and smoke, mold and damp brick, machine fuel and produce gone sweet with rot.
  That instability is exactly what makes the district useful. Trade too visible for the Stack, too closely watched in Harbormarch, or too delicate for Vestige finds its way here, because the Warrens run on a rough neutrality grounded in mutual distrust that can feel safer than anyone else's guarded room. The stalls carry contraband food and forged permits, stolen tools and dubious medicines, Vestige relics through middlemen and Stack product pulled off its channels. Nothing here is settled for long. Turf turns over block by block, sometimes on a single bad deal, and a person who cannot hold a line, pay a debt, or read the local powers can vanish in seconds, with the neighborhood practiced at making sure no one looks too hard for whatever is gone. Harbormarch keeps the wound open on purpose: too useful to close, too costly to heal, a place to keep its failures near enough to exploit without welcoming them home.
