  During the war of the Ironworks, researchers pierced the barrier between life and death. They harvested Infection from living subjects, studied what lay beyond the Mortis Amaranthine, and punched a hole through death itself so soldiers could return again and again to fill the ranks of an army that never stayed dead. When the war ended, most of those researchers died with it.
  Most. Not all.
  Doctor Sarius was a Graverobber attached to the original project. He disappeared when the Ironworks fell. In recent years, he has resurfaced with a simple goal: harness the dead and make them serve. He has gathered other researchers to his cause, building a network of cells that operate with the insularity of a cult and the precision of a laboratory. To Sarius, the people outside his circle are not people. They are resources. The useful ones further his research. The rest are discarded, or worse, they become subjects.
  His current operations involve capturing Strains and stripping their Infection through experimental procedures, transforming them into undead that can be controlled. The process is the Dragoon program reborn in a new and arguably more dangerous form. The original Dragoons were weapons of war built by an empire. Sarius answers to no empire. He answers to no one.
  His followers adopt the same worldview: those who study the Mortis are enlightened, and everyone else exists to serve a function. This mentality makes them hostile to outsiders and fanatically loyal to their leader. Cells have been identified at scattered settlements, each conducting localized experiments tailored to whatever materials they can acquire.
  Murder Inc's assessment is clear. Block and prevent further findings. The cooperation of two factions is required because the threat is not just one man with a scalpel. It is an ideology with laboratories.

His growing cell operates with cult-like insularity, and Murder Inc has designated him a rising Mortis Amaranthine threat requiring the cooperation of the Watch of the Bone Chapel and the Silenced Knell to contain.
