Most people believe the High Rollers are simply influential people on the strip: wealthy families, casino owners, well-connected traders. Few understand that they are the true rulers of Vegasia. Ten families gather monthly to debate and decide the fate of the desert empire, controlling the water supply, munitions trade, deal brokering, slavery, and drug markets that keep the region alive. Their casinos, arenas, and recreation halls are not merely businesses but instruments of control.
  Getting the attention of the High Rollers is nearly impossible unless you are one yourself. They operate through layers of intermediaries, using the elected officials of the Vegasian Politicalis as their personal tools of control. The Politicalis exists to give ordinary people the illusion of governance, a lower tier of greed and favoritism accessible enough to keep the masses content while the real decisions happen behind closed doors.
  Part organized crime, part millionaires playing god, part sadistically bored socialites: the High Rollers are all of these and none of them entirely. Their reach extends into every corner of Vegasian life. Representative members sit in the Guts N Bolts tournament, own the local raceways, and hold high-ranking positions within the Black Pyramid's priesthood. The names Gunyar, Fortuna, and Morrison are known to those who pay attention, but seven of the ten seats belong to families that prefer anonymity. In Vegasia, the house always wins. The High Rollers are the house.

Structure

The High Rollers comprise ten families, each controlling significant portions of Vegasia's economy. They convene monthly to settle disputes, allocate resources, and determine the direction of the empire. Between these meetings, each family operates its own sphere of influence independently.
  Their method of governance is indirect. Rather than ruling openly, the High Rollers use the Vegasian Politicalis as a buffer between themselves and the population. The Politicalis handles day-to-day governance, collects bribes, mediates minor disputes, and takes the public blame for decisions that originate from the High Rollers' table. This arrangement allows the ten families to remain largely faceless while exercising absolute authority over the region's critical resources.
