A region defined by swollen waterways and the dichotomy of post-apocalyptic Australian culture. When pre-fall dams shattered and oceanic waters rose, the territory split into two distinct worlds: Sydney as a standalone island and the crescent-shaped Canberra Council mainland.
  Sydney stands half-drowned, its complex buildings still rising from the waters that partially consumed the old city. The island has become home to a culture of influence, social networking, posturing, and proper breeding. The elite of Sydney concern themselves with status and lineage, maintaining a veneer of civilization amid the ruins of a drowned metropolis.
  The Canberra Council mainland takes the shape of a swollen crescent moon. Tribal lords govern with pragmatic, down-to-earth mindsets, their economy built on farming, ore gathering, and sheep herding. The mainland population has little patience for Sydney's social games and less interest in playing them.
  The two cultures barely speak to one another. Sydney looks down on the mainland as uncivilized. The mainland regards Sydney as irrelevant posturing. Both are wrong, and both are right.
  The primary threat to the region comes not from the undead but from throngs of thrill-seeking Diesel Jocks who have bred with local Raider tribes, creating hybrid gangs that terrorize both island and mainland alike. The water rose, the dams broke, and the land split into two cultures united only by the enemies that refuse to respect the divide.
