The Dragon's Head

The Dragon's Head is the supreme parent tong of the Tien Ha Wui federation, the final word in all disputes between the member tongs that share the walled community in the Brokelands. Its sigil, a lotus flower floating in a river of blood, hangs above every tong's individual marker within the territory. When conflicts arise between tongs that cannot be resolved at the street level, the Dragon's Head intervenes, and its judgments are absolute.
  The true leadership of the Dragon's Head is unknown to outsiders by design. The name Lao Qin is whispered in connection with the tong's authority, but no one has confirmed the identity. Competing theories suggest the Dragon's Head is led by a single person, a committee, an animated pre-fall corpse, or a feudal order following ancient traditions. What is known is that the leader communicates with direct lieutenants through a paper screen and never appears in person. Failure is punished with the destruction of entire families. Enemies have been fed to chained undead in pits beneath the territory.
  The Dragon's Head operates through total concealment and absolute consequence. There are no public proclamations, no visible headquarters, and no confirmed membership beyond the fact that someone behind the paper screen holds the power of life and death over the most orderly territory in all of Old York. Whether Lao Qin is one person or many, alive or dead, the result is the same: the tongs obey, the streets stay clean, and the lotus floats in blood.
