The Piscean

At the center of Beacon Hill, on the largest spit of dry land in Baytowne, a massive stone edifice dominates the skyline. The Piscean is crowned by two divine fish statues, the Holy Mackerel and the Sacred Cod, their stone eyes watching over every deal struck in the sunken city. Local superstition holds that the fish blessed Baytowne with good fortune, and traders still offer a tongue-in-cheek prayer to the Mackerel before a big negotiation.
 

The Marketplace

The Piscean serves as Baytowne's only formal marketplace. All major trade in the city flows through its halls, from salvage contracts and provisioning deals to the buying and selling of goods hauled up from the sunken ruins. Pure Bloods dispatch boats from private jetties to reach the building, while the general public approaches by water from every direction. The marketplace is the economic engine of Baytowne, and no significant transaction occurs without passing through its doors.
 

Harbor Guard Headquarters

The upper floors house the headquarters of the Harbor Guard, the closest thing Baytowne has to organized law enforcement. Captain Sellig commands the Guard from this position, orchestrating patrols and directing enforcement across the waterways. The ruling families of Baytowne also maintain offices here, recording and preserving the city's laws, salvage rights, and contracts.
  Under the gaze of the Sacred Cod, the law is written, trade is conducted, and the business of keeping a drowned city alive carries on.
