Water Rots

What looks like wet cloth drifting beneath the surface has fingers. That realization usually arrives about two seconds too late.
  Water Rots are bloated, waterlogged undead whose flesh has degraded from prolonged submersion into something with the consistency and movement of sodden fabric. They drift beneath rivers, flooded streets, harbors, and deep pools, suspended just below the waterline, moving with the current in a way that makes them nearly indistinguishable from natural debris. When living prey approaches the water's edge, the Rot lunges, seizes the target with grasping talons, and drags them under. The goal is to drown them.
  Water Rots are entirely dependent on their aquatic environment. A Water Rot removed from water suffers rapid, severe physical deterioration. This makes them one of the most geographically constrained threats in the wasteland: deadly within arm's reach of any waterway, completely harmless thirty feet from shore.
  Water Rots share the flooded territories with Shallow Sleepers, but the two threats occupy different niches. Sleepers haunt the shallows and margins; Water Rots occupy the deeper channels and open water. Between them, they ensure that no part of the flooded landscape is truly safe.
