The Ironworks military launches an operation to transport R.N. Hoover, a Darwinist weapons designer with nuclear capability, to a safe house in the wastelands. The Uprising learns of the plan and devises a three-month deception operation. In the first month, agent Raymore Diggins recruits a settlement to feign loyalty and allow the Ironworks to use it as a staging base. In the second, Commander Williams marches an army in and declares martial law; covert operations continue under the occupation. In the third, a coordinated signal from the tactician Armistice triggers simultaneous rebellion: armaments are destroyed, the telegraph disabled, R.N. Hoover is cornered and killed, and Commander Williams is overwhelmed. The Ironworks loses its most immediate path to nuclear weapons.
