The Reclaimers are a prominent salvage company working the northern reaches of Baytowne and expanding into coastal caravan routes. Led by Frank Wilkins, patriarch of the company's flagship Mary Chase, a crane-laden tugboat that serves as the fleet's mobile command center, the Reclaimers are notorious for claim-jumping through a combination of bribery and superior bureaucratic maneuvering at the Piscean.
Their method is efficient and difficult to counter. When a rival discoverer locates a salvage site, the Reclaimers split their operation: one team dives on the claim while a runner simultaneously files the salvage contract at the Piscean before the original discoverers can object. Bribery at Port Killian's control house distracts the Harbor Guard long enough for the paperwork to go through. By the time the original finders arrive to file their own claims, the Reclaimers already hold the legal rights. The Harbor Guard would like nothing more than to prove Wilkins a scoundrel, but his mastery of timing and bureaucratic procedure keeps him one step ahead of the evidence.
