The Steal Pier
The Steal Pier is where Harbormarch actually does its work, the point at which the district's professed values turn into timber, steel, and sweat. It reads less like a single building than a stacked waterfront machine, a broken-backed sprawl of cranes, warehouse roofs, floodlights, and dockside lifts rebuilt so many times that no two sections quite match. The first thing it presents is motion: handcarts over patched boards, Diesel Jock rigs coughing exhaust, cargo crews moving in thick shifts. This is the engine that feeds, repairs, and stabilizes not just the territory but much of Aysea beyond it. Berth assignments and labor access run through Local 44, the Trade Union supplies the financing, and the Wells Society keeps watch on the pumps, corrosion, and floodwalls that hold the whole thing up. A person earns a place here through reliability and stamina, not wealth, and a newcomer who treats the locals as an audience finds the Pier turn cold with punishing speed.
The Pier's defenses are laced so deeply into its daily function that an outsider reads them as plain architecture. Gun nests hide behind sandbagged parapets dressed up as signal decks, reinforced breakwater towers ride offshore, and loading lanes can be shut inside minutes by bulk gates that convert a trade route into a choke point. The ordinary crews know which barricades drop first and which cellars hold ammunition, because here defense is common literacy rather than a soldier's trade.
The Pier carries an older name and an older reputation. It took its name from a gambling hall that once stood on the site, notorious for stealing a worker's entire wages before payday was done, and it is spelled Steal, not Steel. Before the Three Year Division War it was famous up and down the coast as the largest open-air black market in the region, where smugglers lashed ships to the pier and sold from their decks under three zealously enforced Board rules. That trade has largely drifted south to the Dead Duck Warrens since the city fractured. What remains on the Pier now is discipline, tonnage, and salt.
