Tower Island

In the southern waters of Baytowne, where the flooded streets of Southie stretch in every direction, a single pre-fall highland rises above the waterline as the only dry land in all of Fen Bay. Tower Island takes its name from the clock tower memorial that stands at its center, a timepiece marking hours for a world that drowned around it. Ramshackle scrap buildings and sturdy tents fill what was once a green park surrounding the tower, and a heavy brick compound serves as the island's central market and management building.
 

Candlepin Territory

Tower Island is the home base of the Candlepin Gang, led by Angie Cavenaugh. The gang manages business from the island and dispatches its workforce across the bay to the Fen Bay marina, where salvage and ferry operations keep the southern approach to Baytowne running. Ferries carry traders and newcomers from the old southbound highway to Tower Island before continuing deeper into the city.
  The island is small, crowded, and vital. It controls the southern gate to Baytowne, and everyone heading north through the bay passes through its docks first. The clock tower still stands, marking the time of a world that moved on without it.
