Bookie's Limit

Behind a five-foot-thick wall of metal and stone capable of withstanding even sophisticated bombings, Bookie's Limit stands on the eastern side of Murderer's Mile. Carved into the stone over the entrance: "All Debts Paid, All Contracts Law." This is the bookkeeping institution of the Vegasian economy, run by the Rivera family for three generations, and it is the one place in the territory where every word is recorded and every debt remembered.
  Contracts are negotiated and recorded here with the Rivera family acting as impartial witness, covering everything from family debts and trade routes to slave transactions and property transfers. Originals and duplicates are kept in secured locations, with additional copies maintained at the Freemont Canopy records office. The Rivera family reports delinquent debts to the Vegasian Politicalis for legal action. Heavily armed guards oversee all transactions, and the five feet of metal and stone stand between the desperate and their debts.
