Fen Bay

The southern waters of Baytowne open into Fen Bay, where the Candlepin Gang runs salvage and ferry operations from the marina dispatch station. Every ship working the south side of the sunken city checks in here. Tugboats and crane boats dredge vessels from the depths, hauling them to the marina where tinkers strip them down, study their design features, and either revive them for new service or chop them for parts.
 

The Southern Approach

Fen Bay oversees the southern approach to Baytowne along the remnants of the old southbound highway. Ferries carry traders and newcomers from the highway's crumbling terminus to Tower Island, the only dry land in the bay, before continuing deeper into the city toward Beacon Hill and Port Killian. The marina is the first checkpoint for anyone entering Baytowne from the south, and the Candlepin Gang provides the bulk of the workforce that keeps the operation running.
  The bay is a working waterfront in every sense: loud with the clang of hammers on hull plates, crowded with salvaged vessels in various states of repair, and busy from dawn until the light fails. What the ocean swallows, Fen Bay drags back up and teaches to float again.
