Port Killian

West of Beacon Hill along a former river, three ancient structures with white marble rooftops rise from the waterways of western Baytowne. Their broad flat platforms and elegant domes form the complex known as Port Killian, the primary salvage port for crews working the northern stretch of the sunken city. At the apex of the three connected buildings sits the control house, the nerve center that manages workshops, dockside trading, and the taxes levied on every piece of salvaged goods that passes through.
 

Salvage Operations

Port Killian is a port of call for salvage crews hauling up everything the ocean has claimed. The Reclaimers, led by patriarch Frank Wilkins and his crane tug "Mary Chase," are the most prominent salvage company operating from the docks. Competition for contracts is fierce, and the control house decides who gets the claim.
 

Corruption and Tunnels

The Harbor Guard maintains a station at Port Killian, but enforcement is compromised. Well-placed bribes can redirect Guard patrols away from sensitive operations, leaving stretches of the port unwatched. Below the marble rooftops, the flooded buildings have been drained enough to access pre-fall underground tunnels known as the Sea-bridge. These tunnels are home to territorial Lascarian tribes, and most who descend to deal with them never return.
  Port Killian operates in the space between law and lawlessness. The marble domes from another age lend it an air of permanence, but underneath, everything is negotiable, and the tunnels below remind everyone that Baytowne's foundations are not as solid as they appear.
