The Horned Raven is the head of 33 Black, the espionage society of the Final Knights, and reports directly to the Soulless Pharaoh. Even before the Final Knights ruled Vegasia, the Horned Raven was known only to the innermost circle of the organization. The identity remains one of the most closely guarded secrets in the wasteland.
Vague reports describe a horned visage, pure black eyes, and mutated black wings resembling a fallen angel pushed from the skies. The rumor suggests an Accensorite master spy who stalks the shadows of Vegas City. But some within the Final Knights believe the Horned Raven is not a single person at all, instead a group of grave-robbing Lascarians who have infiltrated numerous cities and settlements under a shared identity.
