Waterfront Boys

The Waterfront Boys are a waterline gang of gun runners, guards-for-hire, and salvagers who operate heavy barges and trailing skiffs along the flooded lower reaches of the Iron Gardens. Their fleet bristles with scrap-metal weapons, hollowed-out car-hull cabins, and deck-mounted armaments. Skulls with crossed femur bones, lashed together with wire or braided hair, mark every barge and spiked waterway post in their territory.
  Captained by Red Carlos, who commands from his flagship "Retribution" and is reportedly never seen on solid ground, the Waterfront Boys are the only gang to have organized and held the waterfront as viable home turf. Other Iron Gardens gangs view them as "new fish" in influence terms compared to the upper-level powers, but the Boys control something no one else wants to claim: the deadliest address in Old York. They take only small lowest-level sections as port turf, leaving the contested higher ground to gangs with more conventional ambitions.
  The Waterfront Boys broadcast Grip Set Radio from ship-mounted receivers, extending the cultural reach of their allied gang while attracting business and deterring threats. Their services include armed escort, waterway ferry, salvage, and arms trade along the Iron Gardens coastline. Red Carlos's aggressive raiding occasionally displeases the Affiliates, who prefer orderly commerce, but the waterline economy operates by its own rules, and Carlos keeps his fleet moving.
