J. Andrew Technology Enclave

Before the fall, the site served as a joint service air force base. In the last years of the reign of humanity, the terrain was extensively and aggressively bombed. The impact craters persist to this day: dozens of them, ranging from ten to sixty feet deep and two hundred to just under a thousand feet wide, punched into the landscape of Bailey Dominus Columbia South near the geographic center of the territory. The ground water is heavily irradiated. Jagged igneous rock penetrates the surface. The soil burns exposed skin. Nearly all plant life has died save for a disgusting black fungus that clings to the rock. It is, by any reasonable measure, one of the worst places on the peninsula to build a home. Which is precisely why the people who chose it cannot be dislodged.
  The J. Andrew Technology Enclave was built by multiple generations after the fall, a completely new complex constructed on pre-fall defensible military standards. Reinforced walls of stone ringed the compound, dotted by guard towers. Inside lived fewer than three hundred Darwinist devotees, primarily Retrograde and Full Dead, members of an extremist religious sect called the Temple of a New Dawn. The terrain itself served as the first line of defense. Approaching the Enclave on foot meant crossing miles of irradiated wasteland that would sicken or kill most travelers before they reached the walls.
  The true danger of the Enclave was not its fortifications but what its residents accomplished behind them. The Temple of a New Dawn had harvested massive volumes of irradiated materials from the surrounding landscape and successfully developed a process known as isotope separation to create enriched uranium. The work was organized and driven by Full Dead who seemed to carry instinctive memories relating to the process and creation of nuclear materials, fragments of knowledge from before the fall lodged in dead minds. Their goal was singular: to retrigger the evolutionary process that created the Strains in the first place, forcing the next evolution through massive irradiation. Unwilling experimental subjects were procured through the lawless port of Princes Point in Bailey South, where the disappearance of outcasts drew little attention from civilized Dominus Columbia.
  When the City Center finally acted, sending a legion of volunteer Retrograde soldiers to subdue and remove the Enclave, the residents answered with a demonstration. A rocket, somewhat simple in design, fired over the advancing troops and traveled several miles before crashing near the center of the City Center of Dominus Columbia. There was no explosion. The message was direct: if the troops continued to advance, City Center would be the first place to fall. The army withdrew before the end of that day. Fewer than three hundred zealots with enriched uranium and the will to use it, and Dominus Columbia could not remove them from its own territory.
