R.N. Hoover

R.N. Hoover was a Genjian Darwinist who grew up near DeeCee, known in the post-fall world as Dominus Columbia. His family were devout in the Church of Darwin, and they taught him a version of history where his ancestors had locked themselves away before the Fall because they knew when and how it would happen. Where others might have felt shame at that inheritance, Hoover felt pride. The strongest, he reasoned, should survive.
  He accumulated information from his family's records and then sought out others who shared his convictions. He found Currie Arand and the Temple of a New Dawn, an extremist Darwinist sect headquartered at the J. Andrew Technology Enclave. Arand possessed piecemeal knowledge of pre-fall weapons design, and Hoover worked closely with her until he understood exactly how to construct an actual nuclear device. He wore glasses, carried symbols from the old world on his clothing, and kept a piece of technology that had been passed down through his family for generations.
  Hoover believed that only the "right" Full Dead should serve as caretakers of the world, and that all "inferior" Strains should be eradicated. This conviction eventually put him at odds with Currie Arand herself. Arand wanted to preserve the Sunken Saints because many Full Dead resided there. Hoover believed the Sunken Saints were a valid target. The split drove him to align with the Ironworks, who saw in him a weapon they could aim at their enemies.
  The Ironworks designated Hoover as "the Nuke" and placed him under the military escort of Commander Williams for transport to a safe house where he could build the device. Hoover was strangely calm throughout. He was a megalomaniac; the concept of personal danger simply did not register. Guards existed to handle that sort of thing.
  When the Uprising sprang their trap and the settlement he had been brought to rose in revolt, Hoover strapped himself with bombs, took a hostage, and issued demands. It did not save him. He was neutralized and killed, and the knowledge he carried died with him.
Genjian Darwinist weapons designer, formerly of the Temple of a New Dawn. Possessed the knowledge to build a nuclear device, learned from Currie Arand. Designated "the Nuke" by the Ironworks and killed during the Uprising.
